Explanation:

The operating state of the database instance could not be determined properly. This means that the validity of the DBM commands can no longer be determined.

User Action:

Check the database processes using the operating system tools. Try to connect to the database instance through a database application, for example SQL Studio. If this succeeds, the database instance is in the ONLINE state and is ready for (maybe limited) use.

Use some of the other options available, for example, log files, to check the state of the database instance. Contact Support if necessary.

If your applications or users can no longer connect to the database instance, you should make sure that the database instance has a proper operating state by restarting it.
