Explanation

The number of free Structure linkuser tasks is low. If there are no free user tasks, then no more applications can connect to the database instance.

Check the existing database connections. Check whether any applications have connected to the database more than once. If the number of applications that want to work with the database instance rises, you may need to increase the value of the Structure linkgeneral database parameter MAXUSERTASKS.
